EIB and BNP Paribas will build a guarantee portfolio of up to $794 million to support European electricity grid component manufacturers.
The risk-sharing structure is expected to unlock as much as $3.18 billion in real-economy investment across the European Union.
The deal forms part of the EIB’s $1.70 billion Pan-EU Power Grid package, backed by the EU’s InvestEU programme.
The European Investment Bank and BNP Paribas are expanding financing support for Europe’s electricity grids as the region confronts rising demand for infrastructure needed to electrify its economy.
Under a new agreement, the EIB will provide up to $397 million in counter-guarantees. BNP Paribas will commit an equivalent amount. Together, the institutions will create a bank guarantee portfolio worth up to $794 million for manufacturers supplying electricity grid equipment.
The financing structure is expected to mobilise up to $3.18 billion in investment in the real economy.
The agreement targets a growing bottleneck in Europe’s energy transition. Expanding renewable generation and electrifying transport, buildings and industry require substantial investment in transmission and distribution networks. Manufacturers must also expand production of the equipment needed to build them.
Financing Europe’s grid supply chain
The risk-sharing structure will increase BNP Paribas’ capacity to provide guarantees to European manufacturers of critical grid components. These guarantees can help companies secure contracts, expand production and respond to growing orders without placing the full financing burden on their balance sheets.
For the EIB, the agreement links infrastructure investment with industrial competitiveness and energy security.
EIB Vice-President Ambroise Fayolle said: “We are pleased to continue our cooperation with BNP Paribas on Europe’s energy security and green transition. Following our agreement on wind energy last year, we have now concluded a risk-sharing agreement to support companies manufacturing the equipment essential for developing energy grids. In 2025, the EIB Group invested $37.42 billion in energy worldwide, including $13.15 billion in grids and storage. In 2026, we are continuing this commitment with the same level of ambition.”

The EIB’s 2025 figures are equivalent to approximately $37.42 billion in global energy investment, including about $13.15 billion for grids and storage.

This agreement with the EIB enables us to go further in supporting manufacturers of essential electricity grid components by increasing our capacity to meet their guarantee needs and support their development.”

EU financing shifts toward grid capacity
The agreement sits within the EIB’s $1.70 billion Pan-EU Power Grid package, which is dedicated to developing, modernising and strengthening electricity networks across the bloc. The initiative receives support from the European Union’s InvestEU programme.
It follows a broader EIB push to finance the infrastructure and manufacturing capacity behind Europe’s energy transition.
The bank previously made approximately $7.37 billion available for wind energy. BNP Paribas also participates in that initiative. The two institutions signed an agreement in February 2025 covering a guarantee portfolio equivalent to about $1.13 billion.
The latest transaction shifts attention further into the grid infrastructure needed to connect new generation capacity and manage changing electricity flows.
Grid investment becomes an industrial priority
For investors and corporate leaders, Europe’s grid expansion is increasingly both an infrastructure challenge and a supply-chain issue.
Capital for renewable generation alone cannot deliver Europe’s energy transition if grid connections, transmission capacity and equipment manufacturing fail to keep pace. Financing mechanisms that reduce risk for suppliers can therefore influence how quickly planned infrastructure moves from development into construction.
The EIB and BNP Paribas structure also shows how public guarantees can be used to draw commercial banking capacity into strategic sectors without relying solely on direct public investment.
For the European Union, that financing model serves several priorities at once. It supports electrification, strengthens domestic manufacturing capacity and reduces infrastructure constraints that could slow renewable deployment.
As electricity demand grows and Europe pursues greater energy security, the ability to finance the companies building the grid itself is becoming central to the region’s climate and industrial strategy.
