AIIB has approved a $500 million sovereign-backed loan to strengthen water, electricity and waste services across South Africa’s metropolitan municipalities.
The financing supports a wider $3 billion government programme co-financed with the World Bank and focused on municipal reform and climate resilience.
By 2031, the programme aims to cut nonrevenue water to 28% from 41% and electricity losses to 12% from 22%.
South Africa has secured $500 million from the Asian Infrastructure Investment Bank to strengthen essential urban services across its largest cities.
The sovereign-backed financing will support the South Africa Metro Trading Services Programme. It targets water, sanitation, electricity and solid waste management across participating metropolitan municipalities.
The programme also seeks to improve the financial and operational performance of municipal services. Climate resilience and lower-carbon urban development form another central part of the initiative.
The financing is AIIB’s first investment in South Africa. It also establishes a new development partnership focused on sustainable infrastructure and municipal reform.
$3 Billion Programme Targets Municipal Performance
AIIB is co-financing the programme with the World Bank. The investment forms part of a broader $3 billion initiative led by the South African government.
Rather than funding infrastructure alone, the programme links financing to measurable improvements in municipal performance.
The performance-based structure will support stronger governance, operational efficiency and financial management. It will also incentivise climate-smart investment in essential urban infrastructure.
That approach addresses a persistent challenge for South African cities. Municipalities require substantial infrastructure investment, but weak financial controls and operational losses can limit the effectiveness of new spending.
National Treasury says the country’s metropolitan municipalities are home to around 22 million people. They also generate roughly 85% of South Africa’s economic output.
These cities face growing pressure from ageing infrastructure, rapid urbanisation and worsening climate risks. Water scarcity, electricity constraints and deteriorating municipal systems have increased the economic stakes.
“South Africa’s metropolitan municipalities are central to the country’s economic development and climate transition. This investment marks the beginning of AIIB’s partnership with South Africa and reflects our shared commitment to building more resilient, sustainable and well-managed cities. By strengthening municipal governance and improving the performance of essential urban services, the programme will enhance infrastructure delivery, while supporting South Africa’s climate and development objectives,” comments AIIB Public Sector Clients Department (Region1) Director General Rajat Misra.

Water and Electricity Losses in Focus
The programme will target some of the largest sources of inefficiency across municipal trading services.
These include nonrevenue water, electricity losses and weaknesses in solid waste management. Institutional capacity and service delivery will also receive support.
By 2031, all eight participating metropolitan municipalities are expected to meet minimum performance conditions.

Nonrevenue water is targeted to fall from 41% to 28%. Electricity losses are expected to decline from 22% to 12%.
Reducing these losses has both fiscal and climate implications. Municipalities can recover more revenue from existing infrastructure while reducing waste across water and power systems.
Improved financial performance could also strengthen municipal capacity to invest in future infrastructure. That is increasingly important as cities confront higher climate adaptation costs.
“The AIIB financing strengthens the government’s broader package of support to improve the governance, financial management and operational performance of trading services in metropolitan municipalities. What Investors and Executives Should Watch
For development lenders, the programme links climate finance with governance reform rather than treating the two as separate priorities.
That distinction matters for investors assessing infrastructure risk in emerging markets. Stronger municipal finances can improve the bankability of future water, electricity and waste projects.
For South Africa, the programme also broadens the pool of multilateral capital available for its infrastructure transition.
The government must still turn financing into measurable operational gains. Meeting the 2031 targets will depend on municipal execution, stronger financial controls and sustained political commitment.
If successful, the programme could offer a wider model for climate-resilient urban investment. Many emerging-market cities face the same combination of ageing infrastructure, constrained public finances and growing climate exposure.
South Africa’s metropolitan reforms will therefore carry significance beyond municipal service delivery. They will test whether governance-linked development finance can strengthen both urban resilience and economic performance at scale.
