The revision is designed to align the Emissions Trading System (ETS) with the EU’s target, adopted earlier this year, to cut overall emissions by 90% by 2040, while addressing concerns from member state governments that the current scheme is damaging European industrial competitiveness in an increasingly fraught geopolitical environment.Among the most consequential elements of the proposal is a plan to extend the ETS timeline, allowing companies to continue emitting into the 2040s. In its current form, the scheme would effectively phase out emissions in 2039.On free permits, or the allocations industries receive without charge that reduce their carbon bills, the Commission plans to increase the volume available to industrial companies, in exchange for commitments to invest in European decarbonization.The proposal is also expected to find a way to extend free permits to sectors covered by the EU’s Carbon Border Adjustment Mechanism (CBAM) beyond 2034, the year the levy was previously set to fully apply. The extra allocation could be worth around €6 billion (nearly $6.9 billion) in permits, the official said.Relevant: EU Considers Expanding Free CO2 Permits For IndustryThe proposal would also lower the “linear reduction factor” that determines how quickly companies covered by the ETS must reduce emissions each year, currently set at 4.3% annually. National governments would additionally be required to direct more of their ETS auction revenues toward industries that bear carbon costs.The Commission is still debating how and when to integrate international carbon offset credits into the ETS.
