(EU)—on Thursday approved a proposal to reduce greenhouse gas emissions by 90% by 2040 compared with 1990 levels, positioning the bloc toward its 2050 net-zero goal.The vote, conducted in a semi-secret ballot, followed an overnight negotiation fraught with trade-offs between ambition and economic caution.Despite resistance within the center-right European People’s Party, a centrist coalition deal won the support of 379 lawmakers, with 248 voting against and 10 abstaining.While the headline figure signals a strong commitment, the text includes multiple flexibilities that environmental advocates say may dilute the actual impact.For example, from 2036 onward up to 5 percentage points of the target may be met via high-quality international carbon credits—up from the 3% floor initially proposed by the European Commission.Delays were also introduced to the expansion of the emissions trading system (ETS) covering buildings and road transport, pushed back to 2028.Relevant: EU Agrees 2040 Emissions Goal Ahead Of COP30 But With Major Flexibility LoopholesThe Parliament will assess progress every two years and review the target as needed, taking into account competitiveness, technology and costs.Some environmental groups decried the arrangement as paper ambition, noting that the reliance on offsets could shift responsibility away from direct domestic cuts.“This climate target is a 90% cut to carbon pollution on paper only, and full of so many loopholes and caveats that it will likely fall far short,” Eva Corral, EU climate campaigner at Greenpeace, said in a comment.The measure will now enter final negotiations with member states and the Parliament’s plenary before adoption into law.The timing is critical: parties to the COP30 climate summit in Brazil expect the EU to send a strong signal of its climate leadership.But some analysts warn that the compromise may undercut the bloc’s credibility if credits replace genuine
