Together, the three partners will work to make sure that the framework laid out in the article is effectively implemented on the ground.The NZIA Article 23 introduces a requirement for oil and gas producers to contribute to the development of EU CO2 injection capacity, representing a first regulation of this kind. While this climate policy-shifting move pins a righteous responsibility on oil and gas producers, its successful implementation depends on proper enforcement, transparency, and strong communication across borders and sectors. Deputy Director & Head of Policy at Bellona Europa, Lina Strandvåg Nagell, explains, “History has shown that profit-seeking businesses are rarely well-suited to regulate themselves; this project will operate as a watchdog, holding oil and gas producers accountable for their commitment under the NZIA and beyond.” «Bipartisan support is key to scaling carbon management,» Savita Bowman, ClearPathTo support the successful enactment of Article 23 requirements, the partnering organizations have laid out a few areas of focus in this shared project. With the help of an Article 23 Implementation Tracker, the project will monitor compliance and enforcement trends across the different EU Member States.Special efforts will also be dedicated towards engaging policymakers, industry stakeholders, and civil society through policy briefs and workshops open to all relevant stakeholders.The partners will also develop a “2030-Ready” Policy Package, providing recommendations on how to boost oil and gas accountability frameworks beyond the 2030 deadline.
