Job Description:
Equitable, effective street permitting is crucial for the City of Los Angeles to facilitate public safety and environmental law enforcement services. In order to achieve this goal, permit fees must cover the costs associated with these services. FUSE Corps is partnering with StreetsLA to update the permit fee schedule and promote City Council’s approval of the updates.
As a FUSE Executive Fellow, you will lead this strategic project designed to advance racial equity and accelerate systems change. Throughout your fellowship (April 22, 2024, to April 21, 2025), you will collaborate with StreetsLA leadership, management, and frontline workers, as well as neighborhood councils, the Board of Public Works, and members of the public. Your work will involve gaining an understanding of how the permit fees impact residents, businesses, public safety, and environmental enforcement. Additionally, you will conduct extensive research on best practices for equitable and effective cost recovery and street permitting in large, diverse cities like Los Angeles.
Your key responsibilities will include:
– Leading the revision of the fee schedule, starting with the highest priority permits, to generate sufficient funding for StreetsLA to cover the costs associated with assessing and enforcing permits and hiring additional investigators
– Developing justifications and advocacy materials for StreetsLA and its staff to assist with obtaining City Council approval of the fee increases
– Conducting a listening tour and building relationships with stakeholders in the City’s street permit investigation and enforcement work
– Conducting a best practices literature review, including inquiring with other cities
– Equipping StreetsLA and its staff with the arguments, materials, and stakeholder buy-in necessary to advocate for the fee increases
Qualifications:
– At least 15 years of professional experience
– Strong ability to synthesize complex information and provide clear and concise recommendations
– Demonstrated experience in strategic and operational project management
– Innovative, data-driven, and results-oriented problem-solving skills
– Excellent communication skills, both written and verbal
– Ability to foster collaboration across multiple constituencies and establish strong relationships with stakeholders
– Proficiency in developing and implementing action plans and managing complex projects
– Confidence and professionalism in interactions with individuals at all levels
