Job Description:
The City of Long Beach, California is seeking an experienced and motivated Environmental Services Bureau Manager to oversee the operations of the Environmental Services Bureau within the Public Works Department. This role is responsible for coordinating with two direct reports to manage operations, administration, public outreach, communication, and regulatory compliance.
The Environmental Services Bureau Manager will be responsible for overseeing a $60 million annual revenue refuse enterprise fund, a $18 million annual revenue general fund, and other revenue and expense funds. The position plays a crucial role in ensuring effective and environmentally sound management of recycling, refuse, and organics collection, as well as street sweeping and parking enforcement operations.

Key Responsibilities:
– Provide strategic planning and effective communication to ensure the successful management of the Environmental Services Bureau
– Oversee the Bureau’s revenue and expense funds, private hauler and vendor contracts, regulatory compliance, grant pursuit and management, and education and community outreach efforts
– Coordinate with city staff programs, manage contracted services, and ensure compliance with state and federal mandates
– Foster partnerships and collaboration with other departments, City leadership, regulatory agencies, stakeholders, and the public
– Create and maintain a positive and collaborative work environment for staff, emphasizing culture creation and teambuilding
Minimum Qualifications:
– Bachelor’s degree from an accredited college or university, preferably in Business, Public Administration, or a closely related field
– Minimum of five (5) years of progressively responsible professional level experience in refuse collection, waste reduction, recycling, public education programs, street sweeping, parking enforcement, or a related field, including at least two (2) years of supervisory/managerial experience directing large, complex service delivery or field operations
– Possession of a valid California Class C Driver License
Salary and Benefits:
The City of Long Beach offers a competitive annual salary range of $170,000 – $205,000 DOE/DOQ, along with a comprehensive benefits package.
