Job Description:
Civic Works is seeking a highly motivated and mission-driven individual to lead the growth of our Energy Programs social enterprise. As the Director of Energy Programs, you will have the opportunity to support the advancement of clean energy efforts throughout Maryland and contribute to environmental sustainability, energy savings, and positive community impacts.
Responsibilities:
1. Lead and develop program managers and frontline staff:
– Manage a program of 15 staff members, with the aim of doubling the team within a year.
– Hire and retain high-performing staff and managers.
– Set expectations and maintain policy manuals.
– Establish outcome-based goals with staff and monitor progress towards meeting them.
– Provide regular feedback and coaching, addressing performance issues directly and implementing corrective plans as needed.
– Identify and support career advancement plans, both internal and external, for professional development.
– Foster teamwork and collaboration across the energy programs team, integrating them into Civic Works and the Center for Sustainable Careers department.
2. Energy Programs Fund Development:
– Develop and strengthen a portfolio of diversified restricted and unrestricted funding sources, including government contracts, private foundation grants, and contractor referral fees.
– Build and maintain relationships with new and existing funders.
– Craft compelling grant proposals with clear, measurable outcomes in collaboration with the fund development team.
– Analyze data to demonstrate community and environmental impact.
3. Energy Programs Grant and Budget Management:
– Oversee a $4 million budget and lead significant revenue growth in line with the expansion of the clean energy sector.
– Manage complex strategies for braiding public funding sources, managing grant compliance, household eligibility requirements, expenditure tracking, and reporting processes.
– Implement efficient and quality grant reporting, including the compilation of program and financial data and supporting documentation.
– Ensure program operations comply with funder requirements.
– Develop budget forecasts, track revenue and expenses, and ensure spending aligns with grant and program budgets.
– Oversee invoicing and ensure timely payment from installation to completion.
4. Program Expansion, Development, and Evaluation:
– Lead significant business and program expansion aligning with growing investments in clean energy and home decarbonization.
– Spearhead business development and planning to increase in-house on-the-job training capacity.
– Plan and develop expansion services to increase affordability for low- and moderate-income Baltimore area residents.
– Continuously evaluate and improve program operations, analyzing data to identify areas for improvement.
– Develop and implement change management strategies and plans.
– Maintain and build positive relationships with important industry stakeholders and community partners, such as utilities, state and local government agencies, industry associations, and community-based organizations.
5. Social Enterprise Service Delivery, On-the-Job Training, and Job Quality:
– Oversee all energy program marketing and branding activities, both print and online.
– Manage customer acquisition activities, including community events, phone banking, community presentations, and online engagement through email and social media.
– Oversee client intake and engagement for various services, ensuring eligibility, grant compliance, a positive experience, and prompt resolution of any complaints.
– Manage all phases of construction for energy efficiency, solar, and roofing projects, including assessment, installation, and quality control.
– Oversee subcontractor partnerships, including recruitment, vetting, compliance, and ranking based on performance and job quality criteria.
– Integrate job quality and training priorities across Energy Programs’ subcontracting strategy, ensuring positive on-the-job training experiences and coordinating with training personnel for job placement and retention.
Qualifications:
– Minimum 7 years of progressively increasing responsibility in a relevant field.
– Minimum 3+ years leading large-scale projects or initiatives and managing people.
– Experience in clean energy, weatherization, residential construction, remodeling, community outreach, lead generation, customer sales, and/or non-profit management.
– Strong computer and database management skills, including experience with Microsoft programs.
– Experience working in and creating diverse, equitable, and inclusive environments.
– Experience with Salesforce is a plus.

Other Position Requirements:
– This role requires a minimum of one to two days per week in-person, with the flexibility for remote work during the remaining days. The staff member will also attend in-person meetings with stakeholders throughout the Baltimore region, which can take place throughout the week. The schedule may shift to include additional days in-person as the program expands its in-house social enterprise construction operations.
