Job Description:
The WA State Dept. of Ecology is seeking a highly motivated individual for the position of Cap-and-Invest Group Manager. This position will be responsible for overseeing Washington State’s cap-and-invest program and other key components of the Climate Commitment Act (CCA). The successful candidate will make high-profile and high-risk policy decisions as they lead the operation and further development of Washington’s market-based program to achieve greenhouse gas (GHG) limits.
Responsibilities:
– Provide management and leadership to the Cap-and-Invest Group, including oversight of policy development, program administration, and public and media engagement.
– Oversee the operation of the Cap-and-Invest program, including greenhouse gas (GHG) emissions reductions, auctions and markets, offsets program, GHG reporting program, and third-party verification program.
– Coordinate and oversee the work of the Cap-and-Invest Group’s three different sections, as they carry out a broad, market-based regulatory program.
– Represent the Department of Ecology in consultation with Tribes, and communicate with the Governor’s office, State Legislature, residents of disproportionately impacted communities, businesses, and stakeholders in all matters relating to the Climate Commitment Act.
– Serve as a member of the Leadership Team of the Climate Pollution Reduction Program (CPRP), focusing on reducing carbon emissions in Washington and achieving a healthy environment and climate for residents.
Qualifications:
– 9 years of experience and/or education in natural resource planning, program development, or management.
– Minimum of 3 years of supervisory experience managing technical and policy staff.
– Involvement in major study in environmental, physical, or natural science, engineering, planning, public administration, business administration, or related field.
– Experience with Washington State and federal climate laws and policies is desirable.
– Strong leadership and communication skills, and the ability to make high-profile policy decisions.
– Ability to coordinate and oversee the work of multiple sections within the Cap-and-Invest Group.
